William and Karen Wilkinson filed their complaint in Kanawha Circuit Court against the Town of Dunbar and its Sanitary Board.

According to the complaint, the town's sanitary, storm water and sewer collection services have caused issues for Dunbar's residents. It further claims that the defendants are responsible for maintaining the town's infrastructure including drainage lines, storm water drains and sewer services.
